Most of project activities at the village level shall be undertaken with active participation of people’s institutions. These activities shall be started with Community Mobilization. Project activities shall be undertaken by following peoples’ bodies:


· Gram Sabha through Watershed Associations (WA)

· Watershed Committee (WC) as the executive body of the WA

· Self-Help Groups (SHGs)

· User Groups (UGs)


The Gram Sabha of the micro-watershed area may form Watershed Association (WA) with each villager as a member. There may be 4 – 6 micro/mili watersheds within one watershed development project area and there should be one Watershed Association (WA) for each micro-watershed.

The WA will have a Watershed Committee (WC) as its executive body. It will comprise of at least 10 members of which more than half of the members shall be representatives of Self Help Groups (SHGs) and User Groups (UGs) comprises of SC / ST community, women and landless persons in the village. One of the members of the WDT will be included as its member representatives. It shall also have as members the Krishak Bandhus and local GP member, if located in the villages. The WA will elect or appoint one of its members as President, one as Vice President, one as Secretary cum Treasurer in the Watershed Committee, except the WDT representative. The Secretary cum Treasurer of the WC will be a paid functionary of the WC.

The Watershed Association (WA) has to be registered under the Societies Registration Act 1961. The list of work activities under the watershed development project should be approved in the general body meeting of the Watershed Association (WA) and execution of the same will be made by the Watershed Committee (WC), preferably through SHGs / UGs. The PIA will release funds to the WC after receiving the same from WCDC.


The Watershed Committee (WC) shall constitute SHGs in the micro/mili watersheds area with the help of WDT from amongst poor, marginal farmer households, landless / asset less poor agricultural labourers, women, shepherds and SC / ST persons. Each such group will consist of 10 to 20 members, shall be homogenous groups having common identity and interest, dependent on the watershed area for their livelihood. There should be only one member from a household in the SHGs.


The Watershed Committee (WC) shall also constitute User Groups (UGs) in the micro-watershed area with the help of WDT. These shall be homogenous groups of persons most affected by each work / activity and shall include those having land holdings within the watershed areas. Each User Group shall consist of those who are likely to derive direct benefits from a particular watershed work or activity.
