The WBSWDA is empowered to take policy decision in respect of implementation of all watershed development projects, including Integrated Watershed Management Programme (IWMP), of all the departments in the State.To deal with the emerging issues related to watershed programmes, an independent regulating registered body at the State level in the name “West Bengal State Watershed Development Agency” (WBSWDA) has been constituted under the Chairmanship of the Chief Secretary, Government of West Bengal, after obtaining concurrence of the P & A R Department dated 05.09.2011, Finance Department vide their U. O. No. 3508 Gr. P (Service) dated 23.09.2011 and approval of the State Cabinet on 26.09.2011 vide their No. 134 dated 29.09.2011.In West Bengal, the Department of Agriculture has been declared as the Nodal Department for implementation of watershed development projects programmes including Integrated Watershed Management Programme (IWMP).The participatory watershed management for conserving rain water and other valuable natural resources ">is quite promising for potential use of these untapped & under tapped resources to bring about changes of agricultural production and to improve rural livelihood in the rainfed ecosystem. To bring all the watersheds in to a single umbrella, the National Rainfed Area Authority (NRAA) under the aegis of Planning Commission of India developed “Common Guidelines for Watershed Development Projects” in the year 2008 (which has been revised during 2011) in order to have a unified perspective by all the stakeholders. Various schemes related to watersheds have been in operation at different points of time which have now been brought under the single umbrella of Integrated Watershed Management Programme.
